Release 0
Bana Pele - Mass Registration Drive
As part of the Bana Pele Mass Registration Drive, the Department of Basic Education asked all ECD programmes to register on the eCares’ digital platform. Release 0 enables this registration to take place

Release 1
ECD Profile Management
Functionalities introduced under Release 1 include ECD programme profile management, ECD staff and child management, reporting, compliance and eligibility checks.

eCares Functionality by Release
Releases 0 - Bronze Registration Management
Available Jun 2024
eCares streamlines the registration process for ECD programmes. Release 0 digitises the Bronze registration process, reducing paperwork and improving efficiency. Release 0 has the following functionalities:
- Securely stores uploaded documents for easy access;
- Notifies ECD programmes about their application status and outcomes;
- Integrates with the National Child Protection Register to ensure compliance in staff background checks;
- Generates registration certificates upon approval.
Releases 2a+2b - Silver/Gold Registration Management
Available Jun 2025
eCares streamlines the registration process for ECD programmes. Releases 2a+2b digitises the Silver/Gold registration process, reducing paperwork and improving efficiency. Release 2a+2b has the following functionalities:
- Bronze approved ECD programmes can submit the required documents and info for Silver/Gold application;
- Provides different logic for centre/non-centre ECD programmes;
- Allows for offline digital assessment and site visit form through the Journey App;
- Complete registration workflow – application to certification decision.;
- Communicates progress to ECD programmes;
- Automates assessment outcomes, captures EMIS number, and generates registration certificates.
Release 1 - ECD Profile Management
Available Feb 2025
eCares provides a comprehensive profile management module for all registered ECD programmes, ensuring up-to-date and accurate data. eCares Release 1 enables:
- Editing and updating programme profiles and archiving closed facilities;
- Maintaining child enrolment registers;
- Managing child/staff information;
- Tracking key statistics, such as the number of subsidised children.
Release 1 integrates ECD Census 2021 data.
Release 3 – Master List, Reporting and Dashboards
Available Aug 2025
eCares enhances data-driven decision-making by digitising and automating reporting processes. Key benefits of eCares Release 3 include:
- Automated generation of the National ECD Master List;
- Real-time dashboards for tracking key business processes;
- Performance reports for government planning, including Annual Performance Plans and ECD Conditional Grant reports.
Release 4a+4b – Funding Application
Available Oct 2025 and Feb 2026
eCares simplifies the funding application process for ECD Programmes, ensuring transparency and efficiency. eCares Releases 4a and 4b also:
- Allows ECD Programmes to submit funding applications online;
- Automates funding calculations and allocations, reducing administrative workload;
- Manages the approval process digitally for DBE officials;
- Communicates funding requirements and application outcomes to ECD Programmes.
Release 5 – Quality Assurance and Support
Available May 2026
eCares enables quality assessments at ECD Programmes, and generates quality improvement plans, to allow DBE officials to manage programme improvement. eCares Release 5:
- Provides a digital assessment tool to reduce paperwork;
- Calculates quality scores;
- Generates quality improvement plans based on assessments;
- Securely stores quality data;
- Communicates assessment results and improvement plans to programmes;
- Generates certificates for programmes.
