The Department of Basic Education is committed to improving the management and administration of early childhood services. eCares contributes to a robust ECD information ecosystem that drives progress towards universal access to early childhood services for all children and their caregivers.
eCares will enable South Africa’s ECD sector to bring operational, administrative, financing, and programme practices in line with the conditions necessary for improved child outcomes. eCares has three core project components:
Capacity and capabilities – including systems design, project management, and sustainability;
Technology – including software, infrastructure, and support;
Change Management – including testing with provincial government departments and roll-out support.

The development of eCares is led and managed by the Department of Basic Education and made possible through a diverse network of civil society, funding and technical partners that brings the DBE’s Social Compact for ECD to life. The Social Compact is a powerful engine for achieving the country’s ambitious goals for our children.
