eCares is transforming early childhood administration and reporting
Guided by the Department of Basic Education’s 2030 Strategy for Early Childhood Development Programmes, eCares enables the government to deliver world-class services to young children and the people who serve them.
eCares is a core part of the DBE’s efforts to provide pro-active, accessible and human-centred services to the ECD sector.

Transforming ECD operations through one digital platform
eCares will incorporate all of government’s major early childhood administration and reporting processes
Data accuracy and reporting
eCares collects and provides reliable data on all ECD programmes nationwide; and automates performance reporting for at
national and provincial levels.
Infrastructure
eCares will enable the monitoring and planning of ECD infrastructure improvements, as well as targeting and tracking the Maintenance Component of the ECD Conditional Grant.
Document management
eCares will store important ECD documentation in a secure digital environment, reducing the administrative burdens.
Child and staff data
eCares enables collection of child and staff level data, including automating duplicate checks. eCares complies with all necessary security protocols.
Process automation
eCares digitises the review, approval, communication and corrections processes for registration, and funding application.
Quality assurance
eCares will capture data on quality assessments, related outcomes and
provide quality improvement plans to ECD programmes.
Inter-operability
eCares will integrate with other important government digital system e.g. the National Child Protection Register.
Workflow
eCares will track ECD workforce supply, identify training needs, and assist with planning budget allocations for worksforce development.
